The Hephzibah Recreation Center (now Hephzibah-Carroll Community Center) was constructed in 1978-79 as a joint venture between the City of Hephzibah and Richmond County. In 2013 the City of Hephzibah obtained ownership and control of the community center from the Richmond County Recreation and Parks department. The park includes an outdoor pavilion, walking track, playground, tennis courts, and baseball fields in addition to the main building. The original building was demolished in November of 2023 in preparation for construction of a new community center to begin in 2024.
